The Philippine Domestic Construction Board (PDCB), one of the implementing arms of the Construction Industry Authority of the Philippines (CIAP), attached agency to the Department of Trade and Industry (DTI), has formalized its partnership with the University of the East (UE) to better align engineering and architecture education with the evolving needs and standards of the Philippine construction industry.
On 22 April 2025, the PDCB and UE signed a Memorandum of Understanding (MOU) that integrates CIAP Document 102 or the Uniform General Conditions of Contract for Private Construction into UE’s engineering and architecture curriculum. This initiative aims to equip students with a solid foundation in construction contracts, empowering future engineers with a better grasp of project delivery, risk management, and industry best practices.
The collaboration also provides for capacity-building sessions on construction contracts and CIAP Document 102 for UEโs engineering and architecture faculty. These technical training sessions will ensure that educators are well-equipped to teach key contractual concepts grounded in actual construction site scenarios.
The MOU underscores the shared commitment between the government and academic sectors to close the gap between classroom learning and real-world construction management. With improved instruction on the legal and procedural aspects of construction projects, the partnership is expected to produce graduates who are more industry-ready and capable of contributing to the sectorโs continued growth and professionalism.
This MOU is part of a broader strategy by the DTI-CIAP to strengthen linkages between government and academic institutions and to embed national construction standards in education and training programs across the country.
