The Philippine Domestic Construction Board (PDCB), in collaboration with Blue Hat Inc., successfully held the eighth edition of the “Know Your Contracts!” information session on April 4, 2025. The hybrid event took place at the SMX Convention Center Clark in Mabalacat, Pampanga, and was also broadcast via Zoom. This session, which was held at the sidelines of PHILCONSTRUCT Luzon 2025, focused on providing participants with a comprehensive understanding of construction contracts in the Philippines, with an emphasis on CIAP Document 102 and the FIDIC Suite of Contracts.

In his opening remarks, PDCB Board Member Ronaldo Elepaño highlighted that the “Know Your Contracts!” initiative has become a cornerstone of the PDCB’s efforts. He explained that the session, developed in close collaboration with industry partners, aims to “empower construction stakeholders with the knowledge and tools they need to navigate the complexities of construction contracts with confidence and integrity. By promoting the use of fair, realistic, and balanced contract conditions, we strive to support long-term partnerships and reduce the risk of disputes.”

The session featured a distinguished lineup of industry experts as speakers.

PDCB Executive Director Doris Gacho opened the event with two important presentations. The first, an introduction to construction contracts, and the second, a detailed discussion of CIAP Document 102, which underscored the vital role of contracts in ensuring the success of construction projects. ED Gacho elaborated on the significance of CIAP Document 102 in private construction projects, emphasizing key clauses and their role in safeguarding project interests.

The second presentation of the morning, focused on the FIDIC Suite of Contracts, was delivered by Engr. Salvador P. Castro Jr., a recognized expert on FIDIC and a FIDIC Certified Trainer for Contracts. Engr. Castro provided a thorough overview of FIDIC contracts, including their history and applicability to various types of construction projects. He also explained the mechanisms in FIDIC contracts designed to minimize and avoid disputes, helping contractors navigate potential challenges during project implementation.

The third presentation, led by Atty. Lourdes Espinosa, a CIAC Accredited Arbitrator and Certified CIAP Document 102 Trainer, provided a deep dive into the topic of Extension of Time (EOT) and Liquidated Damages under CIAP Document 102. Atty. Espinosa explored the grounds for EOT entitlement, the necessary steps for notice and approval, and the effect of time extensions on project timelines. She also shared real-life scenarios and case studies on the application of these provisions.
