JULY 21, 2022 The Philippine Contractors Accreditation Board and Construction Manpower
Development Foundation (CMDF) in partnership with Cebu Contractors Association (CCA) launched the Licensing of SmallScale Contractors, otherwise known as “Pakyaw Contractors License” at the Waterfront Cebu Hotel last 21 July 2022, during the PhilConstruct Visayas.

The initiative aims to dispel the mistaken belief that mere possession of a DTI business
registration or a SEC registration is sufficient to operate legitimately as a construction contractor.
RA 4566, known as the Contractors’ License Law requires all contractors, including subcontractors and specialty contractors, to obtain a PCAB license before engaging in construction contracting.

Through the Pakyaw Contractors License as specified in PCAB Board Resolution 123 Series of 2022, individuals and smallscale contractors are encouraged to legitimize their operations with ease, while ensuring that untoward incidents that may violate public security are lessened and/or avoided. This license shall apply to All Proprietorship type of registration, under Private Projects scope only.
