The Association of Carriers and Equipment Lessors, Inc. (ACEL), in collaboration with First Balfour, the Technical Education And Skills Development Authority (TESDA), and the Construction Manpower Development Foundation (CMDF), successfully conducted a technology-based competency assessment for heavy equipment operations NC II. Held on April 4-5, 2024, at SMX Clark, Pampanga, the event marked a significant milestone in evaluating operator proficiency.
The project, which saw participation from 26 operators from construction companies in Region 3, focused on evaluating the effectiveness of simulators as a reliable tool for competency assessment, specifically for Hydraulic Excavator NC II and Truck-mounted Crane NC II. This initiative builds upon the groundwork laid during the pilot activity held on November 9-12, 2023, at PHILCONSTRUCT Manila 2023.
This second iteration serves as a validation run following the successful pilot. Aligned with the industry’s push towards establishing proficiency standards in heavy equipment operations, this series of activities aims to set a benchmark for proficiency leveling through the simulator scoring system tailored to local industry requirements.
Assessment via simulators represents a significant leap forward in evaluating competency for heavy equipment operators. These sophisticated systems can meticulously capture every operator action, providing transparent and impartial evidence of competency and proficiency levels based on performance data. Unlike subjective evaluations prone to biases, simulators offer objective metrics, ensuring the reliability and fairness of the assessment process.The successful completion of this pioneering initiative underscores the industry’s dedication to enhancing competency standards and ensuring the competence of heavy equipment operators.
