03 June 2025, Makati City, Philippines – In a significant step towards enhancing engineering education in the Philippines, the Construction Industry Authority of the Philippines (CIAP), through its implementing arm, the Philippine Domestic Construction Board (PDCB), and the Philippine Association of Engineering Schools (PAES) have officially signed a Memorandum of Understanding (MOU) to integrate industry-standard contract practices into engineering curricula.

PDCB Executive Director Doris U. Gacho and PAES President Romano Q. Neyra led the MOU signing ceremony held in Makati City. Both parties committed to a collaborative effort that includes training faculty members, developing course content, and monitoring the effectiveness of the integration of CIAP Document 102 (or the Uniform General Conditions of Contract for Private Construction) into academic programs.

The partnership centers on the promotion and recommendation to include CIAP Document 102 in the syllabi of engineering programs of PAES member schools. The agreement recognizes the importance of equipping future engineers with a solid foundation in construction contract management, project implementation standards, and risk management. Under the agreement, PDCB will conduct training sessions for deans and faculty members of PAES member schools. These sessions will cover essential topics on construction contracts and CIAP Document 102, enabling the participating educators to design relevant course modules. In turn, PAES will encourage its member schools to adopt the updated curricula and provide ongoing feedback on its implementation and impact.

Moreover, through this collaboration, PDCB and PAES endeavor to bridge the gap between emerging engineering schools and established academic institutions, paving the way for a more cohesive and equitable advancement of engineering education nationwide. Both CIAP-PDCB and PAES envision this initiative as a model of how academia and government can work hand in hand to advance national goals in infrastructure and education.
