MAKATI CITY – The Construction Industry Authority of the Philippines (CIAP), through its implementing arm, the Philippine Domestic Construction Board (PDCB), forged new partnership with construction organizations and associations through the signing of a Memorandum of Agreement on July 18, 2023.
The MOA renews the parties’ commitment in promoting fair and equitable contract conditions, specifically the CIAP Document 102, as the uniform general conditions of contract for private construction and make it the norm in the construction industry.
The launch and commitment pledge was supported by leaders and representatives from the Philippine Constructors Association, Inc. (PCA); Philippine Institute of Construction Arbitrators and Mediators, Inc. (PICAM); Philippine Institute of Civil Engineers, Inc. (PICE); United Architects of the Philippines (UAP); Philippine Institute of Certified Quantity Surveyors (PICQS) Inc.; Philippine Society of Mechanical Engineers (PSME); Institute of Integrated Electrical Engineers of the Philippines (IIEE); Council of Engineering Consultants in the Philippines (CECOPHIL); Organization of Socialized and Economic Housing Developers of the Philippines, Inc. (OSHDP); Association of Carriers and Equipment Lessors Inc. (ACEL); and Society of Philippine Electrotechnical Constructors and Suppliers (SPECS) Inc.
Organizations that inked their commitment in the advocacy of promoting CIAP Document 102
The event was formally opened by PDCB Executive Director Ms. Doris U. Gacho. In her opening message, she thanked CIAP’s partners in its advocacies, including the promotion of fair and equitable construction contracting. She said that CIAP Document 102 was made possible through collaboration and partnerships; and CIAP-PDCB, recognizing the importance of its industry stakeholders, looks forward to the signing of this MOA.
“May this new Memorandum of Agreement that we will be signing today open a new beginning, a new chapter, as we open up a new path of shared success, as we navigate the challenges and opportunities that lie ahead. Together, we will make a difference, leaving a lasting legacy that transcends our individual organizations and resonates with the construction industry”, Exec. Dir. Gacho said as she concluded her message.

DTI Undersecretary Ruth Castelo graced the event and shared a message of support to the successful signing of the MOA. She said that the government needs the construction industry, its private counterparts in ensuring the growth and development of the industry, as a whole. She appealed to the partners present to continue their support to the DTI and CIAP, and to work hand-in-hand in building our nation.
Moreover, DTI Undersecretary and CIAP Supervising Undersecretary Ireneo V. Vizmonte, through a video message, delivered a message of support for this significant milestone which celebrates partnership and alliance among construction stakeholders, with the goal of turning shared vision on CIAP Document 102 into tangible actions.

The event also staged the awarding of Plaques of Appreciation for the CIAP-appointed TWG members who were involved in the revisions and updating of CIAP Document 102 which started in 2019 and published in 2022. The PDCB thanked and acknowledged the commendable contributions of the TWG composed of the: Philippine Constructors Association Inc. (PCA), represented by Atty. Ma. Elena G. Francisco; Philippine Institute of Construction Arbitrators and Mediators, Inc. (PICAM), represented by Atty. Jesusito G. Morallos; Council of Engineering Consultants of the Philippines (CECOPHIL), represented by Dr. Ernesto S. De Castro; Subdivision and Housing Developers Association (SHDA), represented by Mr. Santiago Ducay / Mr. Renato Tan; Philippine Institute of Civil Engineers (PICE), represented by Engr. Isaac S. David and Engr. Gil Talingdan; National Constructors Association of the Philippines, (NACAP) Inc., represented by Engr. Huillio Belleza; Philippine Domestic Construction Board (PDCB), represented by Engr. Liberito V. Espiritu; Construction Industry Arbitration Commission (CIAC), represented by Justice Teresita V. With the approval of the revised CIAP Document 102 in 2022, the CIAP-PDCB embarks on this renewed partnership with construction allies in the active promotion for the adoption and use of the document among industry stakeholders. Moving forward, the CIAP-PDCB will be conducting a series of promotional activities for CIAP Document 102, in collaboration with these partner organizations and associations.

The event was formally closed by the Chairman of the PDCB, Engr. Levy Espiritu. He thanked everyone for their continued support to CIAP and PDCB’s advocacies and said that he looks forward to working with everyone in achieving our vision of a construction industry that is equitable, sustainable, and filled with boundless opportunities for all.

CIAP Document 102 contains the general conditions ordinarily established in construction contracts, reflecting the usages, customs, and best practices in the construction industry. It forms part of the Contract Documents which include the: Agreement, Bid Documents, Specifications, Drawings, Special Conditions of Contract, and other Contract Documents. It is intended to have suppletory effect on private construction contracts. Its provisions serve as the procedures, guidelines, and criteria to be used in the implementation of the Contract, most especially in the interpretation of the ambiguities and omissions of stipulations in the Contract.
CIAP Document 102 was originally formulated by a committee created by the CIAP Board composed of various professional groups in the industry in 1997, and it was subsequently amended in 2004 and now, in 2022, by the TWG and Committee in CIAP Document 102, with representatives from both the private and public sectors in the industry.
