The Philippine Contractors Accreditation Board (PCAB), one of the Implementing Boards of the Construction Industry Authority of the Philippines, an agency attached to the Department of Trade and Industry (DTI), announced that all PCAB processes are now 100% fully automated and receives its ISO Certification.

PCAB is the only government agency in the country that has achieved such prestigious recognition in achieving an online end-to-end license processing. Since its commencement of digital processing last June 2020, all types of online application include the Regular Contractors License, Special Contractors License, Standalone Government Registration for Government Infrastructure Project a.ka. “ARCC”, and the notable addition to the core application types called “PAKWAY” Contractors License launched on August 2022.

PCAB has also received its ISO Certification 9001:2015 on 02 November 2022, awarded by A Cube TIC Limited. This continues to assure the delivery of its quality management systems and processes by passing international standards and quality assurance.

The PCAB online licensing portal also includes key features such as streamlined requirements and full digitalization of licensing application that are available 24/7; payment through digital payment channels such as Paymaya/Maya, GCash, Landbank Linkbiz Portal, online interview for the new authorized managing officers and for newly nominated sustainable technical employees, real-time feedback for status application, downloading of digital license certificate, and license verification website for public utilization.

Through this initiative, more contractors are licensed and construction projects are within industry standards. PCAB highly correlates this massive improvement with the USAID-backed automation initiatives through the PCAB Online Licensing Portal, an activity that highly contributes to accelerating the agency’s ease-of-doing-business compliance as well as in further stimulating the Philippine construction industry’s productivity that aids the country’s economic recovery.

“These milestones are just our means to the end, we aim to have a high client satisfaction rating,” said Department of Trade and Industry (DTI) Undersecretary Ireneo V. Vizmonte who lauded PCAB on its accomplishment in PCAB’s feature in the Global Daily Mirror.

PCAB Executive Director Herbert DG Matienzo also credits Vizmonte for his support and guidance of the undertaking which radically shortens the process for application for renewal and new license from four weeks to four days, as well as cuts down the documentary requirements from 24 to nine. Application for joint venture licenses may also be procured in just one day.

Also through its feature, Manila Bulletin cited that Dr. Pericles P. Dakay, PCAB chair has mentioned that next phase of development for PCAB involves customer service and data mining, as PCAB has broken the glass ceiling of 50,000 transactions as of September, 2022.

“By yearend, we will also surpass the Php 350M projected target this year. We shall prioritize better client feedback platform, and mining of statistics on contractors, their market shares in the Philippines and value of the construction work being done to be able to get a better picture of the industry and enhance our services further,” Chairman Dakay said.

PCAB also highlighted in both features in Global Daily Mirror and Manila Bulletin that a significant increase in applications and transactions have been generated Since the launch of the online portal in 2020. The total processed applications made through the PCAB Online Portal since its deployment from June 2020 until December 2021 was 45,359 applications.

With the launch of the online platform, PCAB’s processed applications from 2016 to 2021 totaled 136182, compared with 63,285 from 2010-2015. This represents a difference of 72,897 or 115.18 percent increase.

From 2016 to 2021, there has been a marked increase in the number accredited contractors from 79,156 versus the accumulative total of 39,482 from 2010-2015. This represents a growth of 39,674 new licensed contractors or 100.48% increase.

The computed net worth of PCAB Licensed Contractors for Contracting Fiscal Year (CFY) 2021-2022 totaled to almost Php 241.5 billion, compared to Php 235.4 billion and Php 213.6 billion in the previous years.
