Liberito V. Espiritu (not present during the signing); the PICE National President, Engr. Ernesto S. De Castro, Ph.D., and OIC of National Administrative Office of PICE Mr. Ignacio B. Zaragoza, Jr.; with PODCB Officer-in-Charge, Engr. Leilani d.L. del Prado, and CIAP Officer-in-Charge Engr. Rene E. Fajardo as witnesses.
