The Philippine Domestic Construction Board (PDCB) continues to spearhead initiatives that promote fair and equitable contracting practices in the private construction sector and enhance the implementation of the Constructor’s Performance Evaluation System (CPES) in government projects.

In line with this commitment, PDCB is pleased to announce its partnership with Blue Hat, Inc. (BHI) through the signing of two Memoranda of Understanding (MOUs) on 23 May 2025 in Makati City.

This collaboration covers two major initiatives. First is the Enhancement of the “Know Your Contracts” (KYC) Program, wherein the PDCB and BHI will be working together to upgrade and expand the KYC program in 2025. This initiative will involve updating course content, broadening its scope, and developing improved learning materials to

better equip contractors and stakeholders in understanding and managing contract conditions. Second, is the CPES Trainers Certification Program (TCP) which will be launched in August 2025, which aims to expand PDCB’s pool of certified trainers for CPES accreditation trainings. This initiative supports the expanded CPES coverage under Republic Act No. 12009, which now includes subcontractors. The program aims to ensure consistent and effective performance evaluations across all tiers of government construction projects.

This partnership represents a significant step toward fostering a more transparent, capable, and accountable construction industry in the Philippines.
