The Philippine Domestic Construction Board (PDCB), an implementing arm of the Construction Industry Authority of the Philippines (CIAP), successfully launched the CIAP Document 102 Learning Course Materials for the Academe on 17 April 2026 at the Beato Angelico Bldg., University of Santo Tomas (UST), Manila.

This milestone initiative marks a significant step toward strengthening construction education in the Philippines by integrating construction contract literacy into engineering and architecture curricula across higher education institutions (HEIs).

The event gathered leaders from industry, government, and academia to address a critical gap: the lack of contract knowledge among fresh graduates entering the construction workforce. Through keynote messages and a high-level panel discussion, stakeholders emphasized that understanding construction contracts is essential not only for technical competence, but also for navigating the commercial, legal, and professional dimensions of the industry.

The central highlight of the program was the panel session on “Governance, Policy, and Professionalization: Institutionalizing Construction Contract Education for Our Future Builders.”

Experts discussed the time and cost implications of contract illiteracy, the need for curriculum integration, and the importance of equipping students with practical, scenario-based learning experiences.

The launch also reinforced that CIAP Document 102 is a “living document,” one that will evolve through sustained collaboration among stakeholders to remain relevant to industry practice.

With a shared goal set, PDCB and its partners aim to measure concrete progress in curriculum integration, faculty training, and improved readiness of architecture and engineering graduates.

This initiative is part of the broader Philippine Construction Industry Roadmap 2020–2030, advancing the vision of a more competent, ethical, and globally competitive construction workforce.
