Mabalacat City, Pampanga — The Philippine Air Force (PAF), in partnership with the Philippine Domestic Construction Board (PDCB), successfully conducted a two-day Capability Enhancement Training for PAF engineers and architects on 26–27 February 2026 at the Officer’s Club, Clark Air Base.

The activity aimed to strengthen the technical expertise and professional competencies of PAF personnel in the supervision, monitoring, and control of air base facilities and infrastructure projects, reinforcing standards of professionalism and accountability in public construction.

Representatives from the Philippine Contractors Accreditation Board (PCAB) joined PDCB resource persons in delivering lectures aligned with their mandates to promote good governance in the construction industry.

Dr. Ernesto S. De Castro, a CIAC-accredited arbitrator of the Construction Industry Arbitration Commission (CIAC) and President of ESCA Engineering and ESCA Knowledge Academy, discussed Project Risk Identification, Mitigation, and Dispute Avoidance. He emphasized proactive risk management strategies and dispute prevention mechanisms in infrastructure implementation. He likewise provided insights on the application of Building Information Modeling (BIM) technology throughout the full project lifecycle—from conceptualization and design to implementation and maintenance.

Engr. Ma. Theresa P. Aguilar, Assistant Division Chief of PCAB’s Monitoring and Enforcement Division, delivered a presentation on Contractor Licensing and Regulatory Compliance, underscoring the importance of engaging duly licensed contractors and ensuring adherence to PCAB rules and regulations.

Meanwhile, Engr. Renz Maverick E. Alcance, Project Development Officer of the PDCB–Program Implementation and Monitoring Section (PIMS), provided an overview of the Constructors’ Performance Evaluation System (CPES) and its implementation. He highlighted CPES as a key tool in promoting transparency, accountability, and performance-based assessment in government infrastructure projects.

Participants included representatives from various Air Base Groups, Tactical Operations Wings, the Office of the Air Force Chief of Engineers (OAFCE), the 355th Aviation Engineer Wing, and other PAF units.

The training underscores the shared commitment of the PAF and PDCB to strengthen inter-agency collaboration and uphold integrity, transparency, and high governance standards in the delivery of public infrastructure.
