Manila, Philippines — 14 April 2026 — The Philippine Overseas Construction Board (POCB), in partnership with Moscow-based Alliance of Business Structures and Entrepreneurs of Southeast Asia (B2BASEAN), successfully hosted the webinar titled “Expanding into Russia and the Philippines: Strategic Partnership Opportunities in Construction, Architecture, and Engineering Design Services and Outsourcing (AEDSO)”.
This marks the first joint engagement between POCB and B2BASEAN following the signing of their Memorandum of Understanding (MOU) last year, underscoring both organizations’ commitment to advancing international cooperation in the construction and engineering sectors. B2BASEAN also expressed its intention to facilitate a future visit of a Russian construction delegation to further deepen industry ties and explore on-the-ground opportunities.
The event brought together government agencies, industry leaders, and stakeholders from the Philippines and the Russian Federation to explore opportunities for collaboration in construction, architecture, engineering design, and outsourcing services.
Russia was highlighted as a key strategic market due to its large-scale infrastructure development programs, growing demand for advanced engineering and design expertise, and strong potential for international collaboration in construction modernization and energy-related projects.

The webinar also featured insights from key agencies, including the Philippine Embassy in Moscow, Bangkok Sentral ng Pilipinas (BSP), Board of Investments (BOI), Bureau of International Trade Relations (BITR), the Philippine Contractors Accreditation Board (PCAB), the Philippine Constructors Association (PCA), and the Securities and Exchange Commission (SEC) on regulations, investments, and joint ventures.
