PASAY CITY, June 27, 2026 โ The Construction Manpower Development Foundation (CMDF) officially launched the CMDF Innovation Hub (CMDF i-Hub), its Learning Management System (LMS), together with its first training offering, the Mandatory Eight-Hour Safety and Health Seminar for Workers (MESH) On-Demand Training, on 27 June 2026 at the SMX Convention Center Manila during PHILCONSTRUCT Manila 2026 as part of the TechnoForum program.

The launch marks a major milestone in CMDF’s continuing efforts to modernize the delivery
of construction training through digital innovation. Designed to make learning more accessible,
flexible, and scalable, the CMDF i-Hub enables construction workers and industry stakeholders
to access quality training anytime and anywhere while maintaining the integrity and consistency
of learning delivery. Beyond serving as a learning management system, CMDF is positioning
the i-Hub as a shared industry platform, encouraging partner organizations and institutions
to co-develop and deliver training programs through the platform to expand access to
quality, industry-responsive learning.
The program opened with welcome remarks from Atty. Mark Brian A. Dela Cruz, Acting
Executive Director of CMDF, who underscored the importance of collaboration in strengthening
the industry’s safety culture and workforce development. He called on stakeholders to unite
in advancing a safer and more resilient construction sector, saying, “Together, let us
continue building not only quality infrastructure, but also safer workplaces and a stronger,
more resilient construction industry.”
During the launch, CMDF Technical Staff formally introduced the CMDF i-Hub and presented its
first digital training offering, the MESH On-Demand Training. The presentations highlighted
the platform’s features, implementation, and role in providing a practical and accessible solution
for delivering mandatory Occupational Safety and Health (OSH) training to construction workers.
The event also featured a support message from Engr. Jose Maria S. Batino, Executive Director of the DOLE Occupational Safety and Health Center (DOLE-OSHC), who emphasized that workers’ safety and health is among the five Fundamental Principles and Rights at Work recognized by the International Labour Organization (ILO). Stressing the importance of equipping construction workers with the knowledge needed to work safely, he said, “The safety and health of workers is among the five fundamental rights and principles, as stated by the International Labour Organization. So it’s important that workers are able to attend this MESH On-Demand for them to have an understanding of the value of their lives.”
The program concluded with a message from Engr. Peter Paul Dy, Jr., CMDF Board Member, who recognized the launch as a significant step toward strengthening occupational safety and health across the Philippine construction industry. Drawing from his company’s experience as one of the construction firms that participated in the platform’s pilot implementation, he described the MESH On-Demand Training as a practical solution for delivering mandatory safety training, sharing, “During its pilot phase, my company had the opportunity to test the platform firsthand. What impressed me most was its practicality. It makes mandatory safety training more accessible and convenient, particularly for firms facing operational, scheduling, and logistical constraints.”
As the pilot offering of the CMDF i-Hub, the MESH On-Demand Training transforms the mandatory eight-hour Occupational Safety and Health orientation into a self-paced digital learning experience. The platform features standardized course delivery, centralized learner monitoring, automated training records, and streamlined documentation, helping construction firms improve compliance while enhancing operational efficiency.
Through the launch of the CMDF i-Hub and the MESH On-Demand Training, CMDF continues to advance technology-driven learning solutions that strengthen workplace safety, expand access to quality training nationwide, and support the development of a competent, productive, and globally competitive Philippine construction workforce.
