JUSTICE TERESITA V. DIAZ-BALDOS (Ret.)
Chairman of the Comission
Justice Teresita V. Diaz-Baldos brings over 45 years of distinguished government service to her role as CIAC Chairperson. A University of Santo Tomas (UST)-trained lawyer (AB English, magna cum laude, 1966; LLB, 1970), she built an extensive career across the Land Registration Commission, the Supreme Court, and the Office of the Tanodbayan, before rising to the judiciary — serving as a trial court judge in Malolos, Bulacan, and later as Associate Justice and Chairperson of the Sandiganbayan’s Second Division until her retirement in 2016.
At the Sandiganbayan, she presided over numerous trials and decisions, including high-profile Presidential Commission on Good Government cases, and chaired the Court’s Gender and Development Committee, championing gender equality and gender-fair language policies within the judiciary. She likewise took courses on Program on Negotiation at Harvard University and a course on European Criminal Justice at Trier, Germany.
Her honors include the Best Decision Award from the Philippine Women Judges Association, the Thomasian TOTAL Award for Law from the University of Sto. Tomas, which is the highest award given by the university to a Thomasian, the UST Distinguished Alumna Award, and the UST Law Alumni Foundation’s Award of Distinction.
She was appointed CIAC Chairperson in 2018 and reappointed in 2021, with her current term running through 2027 — bringing decades of judicial rigor and integrity to the Commission’s leadership.
ENGR. ANTONIO A. ABOLA
Member of the Commission
Commissioner Abola is a civil/structural engineer with over 60 years of practice experience across the Philippines and abroad. He has held senior positions including Chief Structural Engineer of Adrian Wilson & Associates, Head of Meralco’s Civil Design Division, Senior Vice President of MIESCOR, President of Trans-Asia Philippines, and Vice President of Filinvest Alabang, among other executive and consulting roles — including projects in the United States, where he held a Professional Engineer license in California. He is currently Managing Partner of AAC Energy Specialists Company.
A civil engineering graduate of UST, he earned his Master’s in Civil Engineering (Structures) through graduate studies at the Massachusetts Institute of Technology and Rensselaer Polytechnic Institute. He is a longtime leader in the profession, having served as First Vice President and Chancellor of the College of Fellows of the Philippine Institute of Civil Engineers (PICE), and as president and director of the Association of Structural Engineers of the Philippines (ASEP) for many years, and as a Member of the Board of Examiners for Civil Engineers of the Professional Regulation Commission.
His contributions have been recognized with the Professional Regulation Commission’s Outstanding Civil Engineer award (2008), ASEP’s 50 Outstanding Structural Engineers of the Philippines (2001), and PICE’s 75 Outstanding Filipino Civil Engineers (2012). He served as principal engineer for several notable structures, including the Clark Air Base Officers Quarters (now the Holiday Inn Hotel), the Clark Dependents School Gymnasium’s 100-foot span folded plate roof, and the original Cardinal Santos Hospital Building.
He gained firsthand experience in construction arbitration in 1982–1983, having been involved in an arbitration between two Filipino contractors, prior to his appointment as a Member of the Construction Industry Arbitration Commission (CIAC) in November 2011.
ENGR. EMILIO LOLITO J. TUMBOCON

Commissioner Emilio Lolito J. Tumbocon is presently a Lead Independent Director of Ayalaland Logistics Holding Company; Director of Datem, Inc.; Commissioner of CIAC; and Chairman & President of the Makati Commercial Estate Association, the Makati Parking Authority, and the Philippine Events, Exhibition & Convention Corporation.
He graduated at the University of the Philippines with a degree of B.S. in Civil Engineering in 1979 and finished his MBA in the same university in 1985. He also took the Construction Executive Program (CEPS ’87) at Stanford University, California, U.S.A., the Senior Business Executive Program (SBEP’91) at the University of Asia & the Pacific, and The Executive Program (TEP’97) at the Darden Graduate School of Business Administration, University of Virginia, U.S.A. He is a Certified Project Management Professional (PMP), Project Management Institute and a Fellow, Institute of Corporate Directors. He has 45 years of extensive work experience in the project management, construction and real estate industry.
He was a Senior Vice President of Ayala Land, Inc (ALI). He also served as: the Group Head of Construction Management Group, ALI Vismin Group, and Human Resources & Public Affairs Group; and a member of the Management Committee of ALI. He was also the President of: Makati Development Corporation; Ayala Property Management Corporation; Philippine Constructors Association, Inc.; UP Alumni Engineers, Inc.; UP Engineering Research & Development Foundation, Inc.; and Project Management Institute, Philippine Chapter. He was also a Senior Engineer and Area Manager of D.M. Consunji, Inc.
