The CIAP Board, governing board of the Construction Industry Authority of the Philippines (CIAP), convened on August 29, 2025 to discuss recent issues in relation to the alleged anomalies, irregularities, and unethical practices in flood control projects and the Philippine Contractors Accreditation Boardโ€™s (PCAB) contractors licensing system.

 

With its commitment to advocate for initiatives and reforms that enhance accountability, uphold good governance, and promote ethical practices within the industry and the government, the CIAP Board tackled various ways to address the issues and collaborate with the government in enhancing transparency and regulatory efficiency.

 

During the said meeting, the following decisions were made:

 

1. The CIAP Board will summon and investigate, through its Board Governance Committee, EGB Construction Corporation for alleged irregular or unethical practices in the governmentโ€™s flood control projects.

 

Since PCAB has already started their own investigation on all the contractors identified by the President and Senator Ping Lacson, the CIAP Board advised PCAB to report to the Board all findings in their investigation. Further, in line with the recent concerns raised by Senator Lacson, the Board commits to address the issues and irregularities raised. With this, the Board instructed PCAB to police all of its employees and conduct a thorough evaluation and review of its processes and safeguards.

 

2. In addition, the CIAP Board approved to engage a third-party agency to further investigate on the alleged anomalies in contractorโ€™s licensing.

 

These resolutions of the CIAP Board aim to ensure the public that the agency is in full support of the nationโ€™s ongoing and future anti-corruption initiatives.
